## Lieutenants Each island has a pile of 6 lieutenants on it which players may search using the "recruit" action. Lieutenants may provide passive or active effects, and may or may not have a cost to them. You may have up to three lieutenants at any time, and may dismiss them at will. ## Councillors The councillor deck contains councillors who can be elected onto the council on the Golden Isle. Each councillor has a suit, either Pirate, Navy, Merchant, or Proletarian. The council has 5 seats, which are randomly populated at the start. At the end of each round, the leftmost councillor is removed from their position and a new councillor is elected. In the event that more than one seat is empty, snap elections are held for each additional empty seat and a random councillor is drawn from the top of the deck to fill the remaining seats. Snap elected councillors are placed in the leftmost positions available. Once a new councillor is elected, an event is drawn from the event deck of whichever faction has a majority. In the case of no majority, no event is drawn. ## Winds There are four winds, each allows you to perform a set of potential actions - Negotiate: Trade, Hire - Entice: Bribe, Hire - Sail: Move, ??? - War: Raid, Move Each round every player is dealt 7 wind cards, and one card is placed face up as the prevalent wind. In sequence each player may take one of the actions described on said card by playing it. A player may instead play a wind card face down to copy the prevalent wind. Once all players are out of wind cards the round is over. ## Islands Each island has the following information attached to it: ### Production track A three-step track of what goods the island will produce on each step, at the end of each round the island produces the goods listed and the tracker moves forward once. ### Market sellers A set of three buckets for selling goods. When goods are produced on an island, they go to the leftmost market bucket available. When a player buys goods from an island, they buy them from the rightmost bucket available paying the listed price there. The price decreases the further right you go. ### Island wealth Money available to the island, when players sell goods to the island they take the money from this pile. ### Island resources A track of island health which dicates the price at which goods can be sold to the island. Each sale to the island increments the island health track. At the end of the round the island's health decreases one per person on the island. ## Actions ### Hire Either: - Spend one gold to recruit a crew - Draw three lieutenants from the island, you may pay the gold cost listed on one to recruit them to your ship. Place the other two back on top of the lieutenant pile. ### Move Use a sea lane to move from one island to another. ### Bribe Either: - Place any amount of gold on an election candidate. - If you are docked at an island with another player, pay twice the amount of gold as the cost of one of their lieutenants to take them. ### Trade Take the following actions as many times as you would like: - Buy a good from the rightmost market space on the island, paying the cost into the island's wealth - Sell a good to the island that it will buy, returning the good to the global bag and taking at most the gold indicated by the island's health from its wealth pile (you may take less if you wish). Move the island's health up by one. ### Raid Pick a target who is at the same island you are For each crew member on board your ship, you may add either a slaughter or a steal dice to your dice pool. 1. Gather your dice pool 2. Apply any attacker card effects. 3. Apply any defender card effects. 4. Roll the dice. 5. Deal self damage. 6. Deal enemy damage. 7. Take half of the enemy's gold 8. For any rolled plunder icons, choose what to plunder. - All goods cost one plunder icon, loot has an attached plunder cost. ## Flags Each faction has a flag. If you meet the flag's claim conditions, you may take it from the current owner. Each flag also has a win condition. If you achieve it, then you win the game. ### Black Flag (pirates) Claim: Have the most loot Effect: (Raid) You may add two more dice to your dice pool. Win: Have the Golden Isle revolt. ### Nations' Flag (navy) Claim: Control the most islands Effect: When hiring, spend no gold. Win: Reach the end of round 8 ### Trading Flag (merchants) Claim: Have the most gold Effect: ??? Win: ??? ### Revolutionary Flag (proletarian) Claim: Have the most recruits Effect: (Hire) Gain a crew member. Win: Control the Golden Isle.
